Uganda: Workshop SEA for the mining and energy sector

In a four-day workshop in Entebbe, the NCEA zoomed in on the value of SEA in policies, plans, and programmes in the Ugandan context. Together with members of the Ministry of Energy and Mineral Development (MEMD), staff from the Ugandan Wildlife Authority, and the National Environmental Management Authority, we explored different facets of SEA to work towards a better understanding of the tool. The main goal of the workshop was to guide the participants towards implementing SEA. An important lesson learnt was that SEA should be developed in a timely manner when there is still room for influence, not when the policy, plan or programme is already finalised and implemented.

MEMD has a keen interest in applying SEA in formulating their polices plans and programs and its Health and Safety Department intends to implement SEA in the energy and the mining sectors. The NCEA will continue its support in this process.
