7019-01. Capacity Development Ethiopia - Amhara

Ethiopia is a federal country, in which the Regional States have the mandate to set up an ESIA and SEA system and develop capacity to carry out related tasks. In this context, the Environment, Forestry, Wildlife Protection and Development Authority of the Amhara National Regional State, Ethiopia (EFoWPDA) has asked capacity development support from the NCEA. The cooperation is formalised in a 3-year MoU, signed in February 2018. This MoU is now to be renewed.

Significant details

During the first three years of cooperation, support focused on ESIA capacity strengthening for the environmental experts within the EFoWPDA and in the 10 zones, so that they are enabled to fulfil their administrative tasks in applying ESIA in Amhara. Jointly, the steps of scoping and review were analysed, adjusted where necessary and training sessions organised to help learning in practice. 

One of the projects that the Authority dealt with in the past years is the Kunzila horticulture project, in which Dutch flower farmers are setting up a large flower farm on an old government farm. As this projects needs to comply with the IFC performance standards, the NCEA facilitated a training session on these IFC PS for the EFoWPDA.
