The NCEA was requested to provide guidance in the SEA process for an Association Agreement between Central America and the European Union. In this process, it was asked for guidance in the preparation of theme papers that are used in the SEA process.
To fulfil this request, the NCEA produced a guidance note with practical guidelines. These focus on the following aspects:
- Objectives of the theme papers;
- Contents of the theme papers, including the following aspects: facts and figures, proposed policy changes, and recommendations to negotiators;
- The process of developing the theme papers.
