The NCEA issued an advisory review of four EIA reports for activities associated with the construction of a cement factory. It concluded that important aspects were missing, most notably an adequate plan for managing the identified environmental and social consequences of the project.  

Significant details

The Dangote Group of Nigeria launched a project to construct an integrated cement production factory at Obajana in Kogi state. The factory will be supplied with raw materials from a nearby quarry, will use natural gas which is supplied via a 90 km long pipeline, requires a dam for sustainable water supply, and will use power via a to-be-constructed power station. 

For the various aspects of this project, EIAs were undertaken. The Dutch Development Bank (FMO) asked the NCEA to review the EIA reports. The NCEA paid a site visit and reviewed four EIA reports, leading to an advisory report. The main conclusion was that crucial information is missing, especially on adequate management of the environmental and social aspects of the project. The NCEA recommended that this information should be supplemented.

Later, the NCEA advised on Terms of Reference (ToR) for a limestone open pit mine which was also part of this project.
