In 2008, the NCEA contributed to a project that aimed to strengthen the capacity of the Romanian Ministry of Environment and Sustainable Development (MoESD) to implement the EU SEA Directive.

Process and activities
This capacity building project aimed to support MoESD in improving SEA implementation in Romania. In this project, the NCEA cooperated with two other Dutch parties, being Witteveen+Bos and Ameco Environmental Services. Activities of the project included the creation of an expert network and expert database, development of an SEA website, and organization of SEA trainings and network meetings. The NCEA specifically contributed to the following activities:
- Development of an SEA toolbox;
- Presentations on Dutch practices on SEA.
Results
The project activities resulted in improved SEA awareness as well as technical and institutional competencies at MoESD and other public authorities and experts. Moreover, parts of the National Development Plan 2007-2013 were analyzed according to SEA methods/procedures.
Follow-up
In 2009, the cooperation between the NCEA and Ameco was renewed in the project ‘From Public Debate to Public Dialogue: improving public consultation in SEA and EIA procedures in Romania’. As part of this project, the NCEA gave recommendations for improvement of current public participation practices in Romania. The NCEA also organized two workshops, including presentations and discussions on the feasibility of proposed improvements.
