ESIA and SEA capacity development for the National Environmental Management Autority and for other actors in the ESIA and SEA system in Uganda

At the request of the National Environmental Management Authority (NEMA), the NCEA facilitated an ESY map workshop and introductory SEA training for 25 relatively new staff of NEMA. This workshop took place in April 2023 in Hoima. The ESY map goals were assessment of and awareness raising on the strengths and weaknesses of the Ugandan ESIA system and identifying opportunities for ESIA system improvement. Such opportunties were e.g. more attention for review, increasing awareness on ESIA for a wider audience, and more time ánd means for enforcement. The full workshop report can be accessed here.
The SEA introduction also included a presentation of the SEA distant learning course developed for Uganda and allowed for exchange and evaluation by NEMA staff that (partly) completed the course. In addition, meetings took place with a.o. the Department of Environmental Management of Makarere University on possible NCEA contribution to ESIA and SEA lecturing and with the Ugandan Association of Impact Assessment on ESIA and SEA training for their members.
In January 2025, the NCEA/NEMA cooperation will continue with a 5 day training in Jinja on how to review ESIA and SEAs for around 40 NEMA staff.
