According to the agreement for cooperation between the NCEA and MEEATU (the Environmental Ministry of Burundi), the NCEA is expected to comment on legal texts concerning EIA. In the context of this agreement, the NCEA analysed various parts of Burundi's new legal framework for EIA.
In the resulting memorandum, the NCEA concluded that the new legal framework for EIA is a significant improvement compared to the previous framework. However, it also identified some shortcomings that affect the legal basis for EIA, and that need to be improved. For example, there was some discrepancy between the EIA Code and the EIA Decree. In addition, several recommendations were made on the purpose and scope of EIA, integration of EIA in sector procedures, and details of the EIA procedure.
