Significant details
Ghana's Environmental Protection Agency (EPA) received the EIA report for the development of Jubilee Oil Field (phase 1) and asked the NCEA to review this report. In addition, the NCEA was requested to provide technical support and advice in the review process. Due to time limitations, the NCEA did not issue a full-fledged EIA review but an advice of the secretariat consisting of a desk study resulting in comments on the report. The Norwegian Ministry of Environment was also asked to perform a review, and the NCEA communicated with it throughout the process.
Main comments on the EIA report included:
- The EIA process was thorough and allowed full evaluation of potential impacts;
- Involving EPA officials in monitoring of mitigation measures could help to assure compliance and increase skills and awareness in EPA;
- Monitoring on the impacts of lighting on bird migration is recommended;
- Cumulative effects need to be monitored.
