077-i. Advice on ToR: SEA for Río Madera - Bolivia

The NCEA issued an advice on Terms of Reference (ToR) for a Strategic Environmental Assessment (SEA) for the Madera River basin.

Significant details

Efforts to consolidate SEA in Bolivia started in 2004, and were supported by the NCEA various times upon request of the Environmental Ministry. One of these activities was the NCEA's assistance in drafting Terms of Reference (ToR) for an SEA for the Madera River basin, in relation to hydropower activities in Brazil and Bolivia. This SEA was designed as a joint activity of the NCEA and Bolivian environmental authorities, thereby creating a possibility for 'learning by doing'.

The NCEA formed a working group with experts in various disciplines, and a Bolivian counterpart team for 'learning on the job'. After a site visit, the NCEA issued an advice on ToR in which the following aspects are discussed:

• Screening phase (objective of plan and SEA, link between the two; stakeholders involvement);
• Scoping phase (development of shared vision; consistency analysis; ToR);
• Institutional arrangements and implementation modalities.
