The Dutch Ministry of Foreign Affairs issued a policy document titled 'Sector policy document Water management and Development cooperation'. This document aimed to describe the role and problems of, and approaches to freshwater management in development programmes.
The Ministry asked the NCEA to advise on the quality of this document. Earlier, the NCEA had already provided draft advice on the framework for analysis for the implementation of water management studies. In the current advice, the NCEA discusses a.o.:
- Water in diverse systems: water management system, natural system, socio-economic system, institutional system and international context;
- Analysis of the water sector, based on the natural, socio-economic and institutional system;
- Ministerial policy on water management;
- Guidelines for programme development.
