The NCEA/DSU received a request from the Netherlands Embassy in Kigali dated 5 March 2016 to assess three proposals within the regional Great Lakes programme, with specific attention to environmental sustainability and socio-economic and institutional sustainability in a (post-)conflict situation.  Two of the proposals are on food security in the North Kivu region (Goma hinterland and Beni-Lubero) and the third for the Integrated Water Resources Management programme for the Rusizi region.

Significant details

The proposals are assessed against the DSU Assessment framework for Sustainability Analysis that has been developed specifically for Dutch water and food security programmes. It looks at governance, people, planet and profit along seven dimensions, for each of which sustainability issues (up to 37 in total) have been defined. For each of the issues the following four questions have been answered: 

1. Is the issue relevant for the proposed programme? 

2. Does the proposal take this issue into account? 

3. Are there opportunities to contribute to (or to strengthen) the integration of this issue in the proposal?
