The NCEA was asked to comment on Pakistan's Framework for Governance and Corruption Assessment (FGCA). It issued an advice of the secretariat in which it gave some general comments and a number of specific comments. General comments included:
- The framework is well-structured and presents a clear division of the power and change analysis into three dimensions;
- The latter however needs elaboration to facilitate execution of the analysis;
- The definition of corruption could include all influence that is not democratically controlled.
