The NCEA is looking for a: 

Strategic Environmental Assessment Advisor (Spanish speaking)

32 – 40 hours per week/between €4500,- and €6800,- /Utrecht/Traveling for work

You provide strategic support to governments and stakeholders in organising Environmental and Social Impact Assessment (ESIA) and Strategic Environmental Assessment (SEA) as well as the processes that are needed for successful implementation of these tools.

Then this job might be for you. The NCEA supports environment and sectoral ministries, environmental assessment professionals and non-governmental organisations, to improve their environmental and social assessment practice. The NCEA advises on the quality of the process and content of these assessments, both at project level (environmental and social impact assessment or ESIA) and strategic level (strategic environmental assessment or SEA). With a small team (20 people) we work, demand driven, on the improvement of policy coherence and decision making and on good governance. What you will do:

  • You will select and coordinate teams of experts who will deliver independent advise to governments on the design and quality of their environmental processes and reports.
  • You will support capacity development for ESIA and SEA through analysing strengths and weaknesses of ESIA and SEA systems and, where necessary, work on strengthening these systems. For example, by advising government authorities, training NGOs or other stakeholders on the improvement of regulations or strengthening local knowledge institutes.
  • You will provide coaching and support capacity development in processes leading to SEA and ESIA to government organisations, thereby improving their autonomous capacity for sustainable and equitable decision making.

What we are looking for:

  • A relevant academic degree.
  • Experience in ESIA and SEA implementation or related fields.
  • Fluency in Spanish and English (both written and spoken).
    In addition, fluency in Portuguese is considered a plus.
  • Conversational level of Dutch or willingness to become proficient.
  • A work and residence permit for EU/EEA Member States or Switzerland.
  • Experience in working in or with low and middle-income countries is a plus.
  • Ability to travel internationally for 15-20% of contract hours.

Benefits
You are able to work 4 or 5 days a week. Depending on your knowledge and experience, your gross salary will be between €4500 and €6800 per calendar month based on a 40-hour working week, including a non-contributory pension scheme. After a trial period of one month, you will be offered a one-year contract. If you do well, we will offer you a permanent contract, as well as a professional education and development budget, a generous holiday allowance and the possibility to work from home up to 40% of your time.
