Developing ESIA capacity in Amhara, Ethiopia

How to do good scoping and review for ESIA? The Amhara National Regional State in Ethiopia asked the NCEA for technical assistance to build capacity of its environment bureau on these topics. This is an important issue in the current decentralisation process, in which the mandate to administer ESIA and SEA is transferred from the national to the regional level. An initial workshop by the NCEA in July 2017 focused on scoping and on a further needs assessment, with the aim to develop a three-year cooperation programme.
