The NCEA reviewed the ESIA scoping reports for five Water as Leverage project proposals. This review is part of the ‘Water as Leverage Cartagena’ partnership between the City of Cartagena and the Government of the Netherlands, through the Netherlands Enterprise and Development Agency (RVO).  


Review findings ESIA scoping reports 

The NCEA finds the documents in general fairly well written, providing a good overview of the proposed projects and potential impacts. This is less so the case for the ESIA scoping reports as part of the documents. Although it is clear that the ESIA scoping reports are still drafts, the NCEA concludes that shortcomings at this stage remain. These shortcomings should be remedied in the ESIA scoping reports, so they can be addressed in the subsequent phase when the full ESIAs will be developed. Chapter 2 of the NCEA advisory report presents these shortcomings, including a table with 24 clear and specific recommendations for improvement.

Water as Leverage Cartagena partnership
The Water as Leverage Cartagena partnership focuses on the development of innovative, integral and implementable projects, as part of an inclusive process. The aim of the programme is to improve the city’s water systems and to increase climate change resilience. Five designs for infrastructural interventions for water- and climate change adaptation in Cartagena were selected, developed by two multidisciplinary teams.
