Introduction
The Philippines has a long history with EIA. The instrument was first established in 1978 by presidential decree. Through the years a number of laws and regulations have fleshed out the EIA requirements further. The Philippines EIA approach has different levels. Comprehensive EIA is needed for environmentally critical projects or project in environmentally critical areas. Initial Environmental Examination or an Environmental Performance Report and Management Plan (EPRMP) applies to projects with more limited impacts.
There has been interest in introducing legal requirements for SEA for planning in the Philippines, but this has not yet taken place.
