The Lebanese Ministry of Environment (MoE) and the NCEA started to collaborate in 2018 with the initial focus on renewable energy. Wind energy being a new sector to the country, the NCEA advised on an ESIA for a wind farm, after which the two institutions started developing ESIA Guidelines for wind energy projects. Due to the political and economic situation in Lebanon, the activities were paused for some time, to be resumed early 2024. In August 2024, the MoE asked the NCEA to review the SESA for its solid waste management plan. The MoE and the NCEA intend to continue their collaboration in the field of reviewing key SESA’s and ESIA’s and in establishing a separate authority similar to the NCEA for the independent review of ESIAs and SESAs.

Legislation in Lebanon

In 2002, Lebanon adopted the Environment Protection Law No. 444 which established the framework for environmental regulation in the country. This law makes reference to environmental assessments and paved the way to adopt the EIA Decree No. 8633 (2012), the SEA Decree No. 8213 (2012), and associated ministerial circulars and decisions. The central authority responsible for EIA and SEA is the Ministry of Environment (MoE).
