The NCEA advised on Terms of Reference (ToR) for the development of an environmental profile for the province of Shabwah. It introduced a step-wise approach to arrive at a common agreement on the preferred scenario for development of the area.

The commission has prepared an advice for Terms of Reference for a development profile that makes the concept of sustainable development operational. A methodology and a set of indicators have been developed to achieve an integrated approach to the study.
